Skype has created a Java client for regular mobile phones. Unlike the previous version of the application for smartphones, this one actually piggybacks on your regular calls meaning you have to pay for both your minutes and the Skype time you use up.

Perhaps the main reason users will use this service is to make overseas calls since you will only be charged regular minutes and get charged standard Skypeout rates instead of the (usually more expensive) international call rates.
